It needs to be rebased after HDFS-7573 was committed.

This can be a problem especially when the system time is modified.
    // Use Time.now() to be consistent with File#lastModified()
    lastUpdateTimeStaticMap = Time.now();
Why not get the file modification time directly? Next time we can just compare if it has been
changed, and reload the file if the new timestamp is different(newer or older).
