Hi Yongjun.

On further reflection, I think we should not incorporate a Windows check here.  Sometimes
the check for < 1024 is used on the client side to detect the behavior of the server side.
 If we consider the possibility of a Windows client connecting to a Linux server, then the
client on Windows could assume incorrectly that there are no privileged ports, even though
the server on Linux does have privileged ports.  As a practical matter, I think this means
that when secure mode is fully implemented for Windows, there is going to be a limitation
that the DataNode can't use a port < 1024.  Otherwise, it would throw off some of this
detection logic.  It's not a bad limitation, just something we'll need to be aware of.
