I think this is mostly up to you, depending on how you prefer to work.  If you start early,
then you'll be able to make progress immediately, but there is a risk that you'll need to
resolve merge conflicts and possibly throw some work away.  I bet this approach would be good
for this work though, because I suspect the Windows changes are going to be a lot of small
adjustments to satisfy the compiler or make a slightly different syscall.

bq. Should I submit my patch under HDFS-7188 once I am done?

Yes, that would be the appropriate place.  You can attach a patch file there.  Don't click
the Submit Patch button.  That's only for triggering pre-commit checks on patches going directly
into trunk.
