My test was still comparing apples and oranges ({{System#currentTimeMillis}} and {{System#nanoTime}}.)

Here is patch v4.  It's simpler just to stay out of {{InvalidateBlocks}}, which only track
start time via {{System#nanoTime}}, not an absolute clock.  The new patch uses the start time
tracked in {{FSNamesystem}} and adds the delay delta to it.

In addition to the unit test, I retested the web UI to confirm that it looks good there.
