HDFS-6956 is about servers, this is about clients.  It's not possible to do an RPC to clients
to change their tracing configuration because clients normally don't expose a port and a listening
service to the world.  Plus clients are often short-lived, so by the time you could even do
an RPC, the client might have exited.

I sort of appreciate the simplicity of this interface, but I'm not sure how I feel about this
patch.  It seems more consistent to configure client-side tracing by setting a configuration
key.  I suppose the \-trace command added here can simply override that configuration, though.
