[~cmccabe] Could you help review the patch? In the patch I created a new {{ReplaceDatanodeOnFailure}}
policy named {{BACKGROUND}}, for the user to specify that background recovery should be used
-- which we didn't cover in the offline discussion but I think is necessary.
