Hi Eddy.  To summarize our offline discussion, we want this to be an async API.  The protobuf
APIs should be something like:

{code}
ReloadDatanodeConfigGetStatusRequestProto { ... }
ReloadDatanodeConfigGetStatusResponseProto { long startTime, string status }
StartDatanodeReconfigRequestProto { ... }
StartDatanodeReconfigResponseProto { ... }
{code}

With corresponding command line arguments

{code}
startReconfiguration
listReconfiguration
{code}

This will make things a lot easier since we'll no longer have to worry about the RPC timing
out during reconfiguration.  Make sure that we check if there is a current reconfiguration
before starting a new one (only one can be active at once).
