Thanks for the comments all. Addressed most of the points raised and also fixed HttpFSFileSystem:

# The client needs to know about this flag since it is passed to the DN during block creation.
It is used by the DFSClient.
# Vinayakumar, flags with bit values 0x1 through 0x8 are currently in use - see CreateFlag.java.
So the next available one is 0x10.
