In addition to Nicholas' comments,

Some nits.
1. in FSEditLogOp.java 
{code}+  /** {@literal @Idempotent} for {@link ClientProtocol#setReplication} */{code}
Link should be to setStoragePolicy.


2. added test have some commented assertions. Whether these needs to be there commented?
