This patch enables {{FsDataset}} and {{DataStorage}} to remove data volumes dynamically. The
{{replicaInfos}} that are on the deleted volume will also be removed from {{FsDataset#volumeMap}}.


The race condition that removing a volume that is being written is not addressed in this patch.
I will open a new JIRA for that case and potential other race conditions.
