Har copies subtree data into tar like structure. Har lets you access in the individual files
transparently - all the work is done on the client side -- the NN is not involved and hence
will  not be able to  hand out the encrypted keys or key versions. It is possible that Har
can be changed work but I am merely pointing out that I don't think har will work as is with
the changes proposed in this Jira.
