Initial patch. Still need to fix/update unit tests.

With the changes in this patch, the SBN will name the first checkpoint after starting rolling upgrade process as "fsimage_rollback".

The current implementation requires that the NN directory does not contain a rollback image before we start the rolling upgrade process. Thus the patch also purges rollback image for "downgrade" (we already do this for "finalize").
