I'm unconvinced that this is the right fix. Looking at the code, it seems to me that {{numOfDatanodes}}
should be always greater than 0, which comes from the contract of {Random.nextInt()}}. It
looks to me that the if statement simply hides another bug. It might be worthwhile to dive
into it.

I think the issue will determine how the fix should be, therefore it might make sense to defer
the discussion on the other parts of the patch until we solve HDFS-5970. What do you think?
