After this change, looks like we can no longer run unit tests, which set manageNameDfsDirs
to false, in eclipse any more. The reason is that when running unit tests in eclipse by default
"dfs.namenode.checkpoint.dir" is set to "file://build/test/dfs/namesecondary", which cannot
be passed for creating a File object.
