    Description: {{BPServiceActor#pendingReceivedRequests}} is not tracked correctly for multiple
storages. Previously this counter was treated more like a flag, i.e. we only cared whether
it was zero or not. With multiple storages we need to be more precise in tracking this value
to correctly determine when to generate incremental block reports.  (was: {{BPServiceActor#pendingReceivedRequests}}
