Andrew Wang updated HDFS-5430:

New patch attached. I reworked it so CDI has both an absolute and relative time. The client
can set either, but the NN will translate relative time to absolute time for the CacheDirective
and for serialization to the edit log and fsimage. Also added tests for time unit conversion.
