I've moved the constants to Nfs3Utils since they are just used for NFS3 hdfs specifically.

I also moved the debug trace close to read() and write() call are invoked. If we move them
into read() or write() method, we have to insert them into multiple places, which is not as
clean as the a couple lines change in handler method.
