Brandon, you raise a good point.  I think the pool creation and management commands should
be part of DFSAdmin, and the cachePathRequest commands should be part of FSShell.  We are
going to provide shell access as well as programmatic access.  I will add pool support to
this change and move the cache requests themselves to FSShell.

It probably does make sense to create a unique cache ID for each successful new request. 
This is in keeping with our use of unique IDs in other places, e.g. inode numbers.  This will
also avoid using a potentially non-unique path as a cursor.
