A fsimage can get more complicated after snapshots are taken. In order to cover most of the
scenarios for testing, I put testOfflineImageViewer into TestSnapshot, which has the capability
to randomly generate and execute a series of operations. 

Upload the current patch for review, which includes both the new unit test and fix for OfflineImageViewer.
I run the new unit test several times in my laptop and they all passed. I will keep running
the test overnight to check if there is any hidden bug.
