Windows.  The problem with using the test.build.data property is that this will be an absolute
path, and on Windows, this includes drive spec, i.e. C:\foo\bar.  HDFS has validation rules
that reject the ':' character, so this isn't valid as a testing path on Windows.  This is
why we switched to paths of the form /tmp/<test class name> in HDFS tests.  There have
been multiple patches committed recently to make the switch.

Note that this change doesn't alter local file system interactions at all.  This is just about
getting a path string that is considered valid by HDFS on all platforms.  It doesn't change
the location of metadata or block files on the local file system during test runs.  Those
are still under the target sub-directory during a Maven build.  Also, the test.build.data
property is still fine for tests on Windows that execute against the local file system, like
the ones in hadoop-common.  The drive spec is just a problem for HDFS-specific validation
