This patch addresses a point that Todd brought up on reviewboard: that we don't want to cause
a performance regression when doing a lot of seeks.

It introduces a cache for the {{FileInputStream}} objects.  This cache resides in {{FSInputStream}},
so it persists until we close the file we're reading, in keeping with HDFS' open-to-close
