Well, for example the FSNamesystem currently catches AccessControlException in many places
so that it can write to its audit log on access control failures. It seems reasonable that
user programs written on top of HDFS would do something similar. The hbck utility in HBase
catches AccessControlException in a few places to see if it can read/write files it's about
to try to repair.
