When porting FsShell to use FileContext it would make sense to use the new FileContext APIs,
including symlinks.

If you create a symlink via FileContext (using the shell) and then access it via a path using
FileSystem (eg using a Pig program on a version of Pig that uses FileSystem) then you'll get
an exception. Until the current users of FileSystem have migrated to a version of FileSystem
that supports symlinks or FileContext it doesn't make sense to make creating them easy.
