Here is how I think it will work in this scenario:
* NN after restart sends combined {{NewEpoch + PrepareRecovery}}
** JNs respond {{lastPromisedEpoch, highestSegmentTxid and highestTxid}}
* NN then choses the segmentTxid and last Txid to recover to and sends accept {{epoch, highestSegmentTxid,
highestTxid, master to recover from}}
**  rest of the steps are same as your document.

This combined requests works right?
