That is true. Would we expect a user or an application to contact administrator to take a
snapshot on demand? That is the reason currently admins can allow snapshots for directories.
Users can take snapshots.

As regards to the directory and underlying directories, in the first cut the user taking snapshot
must have write permission. (Though allowing snapshot to be taken with read permission does
not seem to be a bad idea. But this is something that we could visit later as well). Note
that this particular jira is just adding CLI and the snapshot functionality is left as TODO.
