Good investigation, Kihwal. Two things:

# No daemon in HDFS should be using System.exit(...) directly. Instead, they should be using ExitUtil.
# We should probably change NameNode#startTrashEmptier to not make an RPC at all, and instead get the trash period directly from the configuration.
