Sounds good to me for Hadoop-2 upgrade. Here we have wrapped all the folders inside current.
That gave some advantage here for not changing any code in older versions.

Other point what I considered is, 
If I am running the version with 20.203 and wanted to upgrade to hadoop-1.
In this case, still we will have the problem right? Because we are handling blocksBeingWritten
as separate folder than current in 20.x versions.
If you agree, may be we can file separate JIRA for that, as this JIRA mainly talking about
2.0 upgrade from 1.0.
