HDFS-631 introduced dfs.namenode.hosts and dfs.namenode.hosts.exclude but never actually used them, so they're dead code (dfs.hosts and dfs.hosts.excludes are used instead). IMO the current names are better (even though they're inconsistent) so I'd actually prefer we just remove the dead defines.
