Attached patch updates the javadoc for getServiceStatus.

I didn't use GenericTestUtils in that test, because the test was in Common whereas GenericTestUtils
is in HDFS. Might be worth moving but didn't want to pollute this patch with the move.

I'll run the HA tests locally and also run through the manual test scenario again.

 In my case, the target namenode's logs don't indicate anything either. It turned out that
the issue was "Safe mode is ON.Resources are low on NN. Safe mode must be turned off manually.",
but ideally the user would be told that at the time of the failover.
