  Reading in_progress segments could require the stand by to read records from middle of a
segment, which 
in turn requires skipping the already read records. This is supported by the interfaces but
not implemented in FileJournalManager. 
  I think we could fix it as I mentioned in HDFS-1975 ([comment|https://issues.apache.org/jira/browse/HDFS-1975?focusedCommentId=13132131&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-13132131"])
BK fixed it in BOOKKEEPER-11.
