Here's a patch which addresses the issue.

I removed the check as described above. The trouble is that when a standby is started, it
doesn't initialize all the edits dirs as journals - only the shared dir for read. Thus, if
this dir is marked required, the validation was failing since the configured minimum number
of redundant dirs (1) was lower than the configured number of redundant dirs (0 while in standby.)
I think this sort of configuration check would be better implemented at a higher level, if
at all.
