Updated patch. Still a draft but good enough to read and get feedback.
* Block report additions and deletions are
  give to both BPService thread (for active and standby)
* BRs as per option 2: are created for each thread separately (note BR is created from in-memory
BMap). Optimization 1 or 3 is under consideration.
