I agree with not encoding slashes since it's really hard to read unless you've learned to
manually decode part of the Matrix stream.  But... using a custom (en/de)coding seems iffy
since someone always forgets to use it.  I'm probably missing something, but the following
snippet returns true in both cases.

URI u;
// encode on client-side
String path = "/a?b;c/d+ e/f";
u = new URI("http", null, "host", -1, path, null, null);
// use this to decode jetty's getRequestURI on the server-side?
u = URI.create(u.toString());
