just found a good bug in this while doing some fault testing... in reportErrorOnFile, it will
mis-ascribe an error sometimes if one namenode directory is a prefix of the other... eg if
the storage dirs are /data/name and /data/name2, it will ascribe an error in /data/name2/...
to /data/name.
