Since the vast majority of users will not be using the federation feature, I think it's best
to optimize for the common case and not for federated clusters. That is to say, we don't want
to pollute the mental model of HDFS for new users by making them understand cluster IDs, block
pools, etc.

to be part of the same cluster now is not!

Sure, but they will figure this out before they put any data into it (since the DNs won't
talk to this NN). And then calling format again with the correct cluster ID specified is no
problem at all for them.
