1. There seems to be a redundancy in following conditions 
   (volsFailed > volFailuresTolerated)
and  validVolsRequired > storage.getNumStorageDirs().

Since both checks throw the same exception, I will recommend doing it in one condition.

2. Please don't remove the DataNode.LOG.error.
