If you navigate through the web UI to view a file, and then the replica you're looking at
is removed, the "Got error in response to OP_READ_BLOCK" message is printed in the content
of the textarea that usually displays the text. This is confusing to users.

Instead we should display the error message in a different format and direct the user to choose
a different replica from the list of links at the bottom of the page. Or, alternatively, do
an HTTP redirect to a different replica. We should also take care of the case where the generation
stamp has a mismatch.
