Hi Todd, this is a good observation but I think we should never decommission 60% of nodes
at once.  Or the cluster should not be being used with decommissioning 60% of nodes.  Just
like that we don't expect the cluster is still working fine when many nodes, say > 50%,
are down.  So I doubt if this is a valid use case.
