The block conversion should be done in {{FSNamesystem.startFileInternal()}}, when the file
itself is converted to an under-construction file.
The last block of the file should be returned to {{FSNamesystem.appendFile()}}, which will
make computation of the last block in {{appendFile()}} redundant.
