Version of HDFS-101 for the 0.20-append branch.  Adds getNumOfReplies() to the DNProtocol,
which was present in HDFS-793, but not in HDFS-872.  However, HDFS-793 should no longer be
necessary for 0.20-append branch (double-check, Todd), therefore we won't have to bump RPC
version numbers.
