Okay we agree that it should not be client-side configurable.
By "constant "you mean a compile time constant. I am okay with a compile time constant.
I was mistaken here; I thought this was a client side config variable but it turns out it
is hard coded today.  Sorry.
Local file system do support a per-lcoal-fs  as noted above.
