LazyPersistFileScrubber will be disabled if scrubber interval configured to zero. But the
document was incorrect - "Set it to a negative value to disable this behavior". 

Namenode will not start if we set to negative value. We have another strong check to prevent
it.

        throw new IllegalArgumentException(
            DFS_NAMENODE_LAZY_PERSIST_FILE_SCRUB_INTERVAL_SEC
                + " must be zero (for disable) or greater than zero.");

This seems reflected due to [HDFS-8276|https://issues.apache.org/jira/browse/HDFS-8276]
