Per discussion under HDFS-8499, this JIRA aims to convert {{BlockInfoUnderConstruction}} as
an interface and {{BlockInfoContiguousUnderConstruction}} as its implementation. The HDFS-7285
branch will add {{BlockInfoStripedUnderConstruction}} as another implementation.
