Clean up use of Storage.setFields() within tests
-------------------------------------------------

                 Key: HDFS-2037
                 URL: https://issues.apache.org/jira/browse/HDFS-2037
             Project: Hadoop HDFS
          Issue Type: Improvement
          Components: name-node, test
            Reporter: Todd Lipcon
            Priority: Minor

As Konstantin S noted [here|https://issues.apache.org/jira/browse/HDFS-1969?focusedCommentId=13038765&page=com.atlassian.jira.plugin.system.issuetabpanels:comment-tabpanel#comment-13038765]
in HDFS-1969, the tests currently rely on being able to write old-version VERSION files using
the normal "save" methods in Storage. This means that we have to keep around legacy code only
for the sake of tests, which isn't that clean.
