Allow dfs.balance.bandwidthPerSec to be specified at invocation time for balancer

The dfs.balance.bandwidthPerSec parameter is read at Datanode start time. It would be nice
to allow this parameter to be passed in when the balancer is invoked so, for example, it can
be run during off-peak hours with a higher bandwidth setting.
