0.20 append: Block receiver should not log "rewind" packets at INFO level
-------------------------------------------------------------------------

                 Key: HDFS-1211
                 URL: https://issues.apache.org/jira/browse/HDFS-1211
             Project: Hadoop HDFS
          Issue Type: Improvement
          Components: data-node
    Affects Versions: 0.20-append
            Reporter: Todd Lipcon
            Assignee: Todd Lipcon
            Priority: Minor
             Fix For: 0.20-append

In the 0.20 append implementation, it logs an INFO level message for every packet that "rewinds"
the end of the block file. This is really noisy for applications like HBase which sync every
edit.
