Konstantin Shvachko resolved HDFS-984.

       Resolution: Fixed
    Fix Version/s: 0.22.0
     Release Note: Layout version is set to -24 reflecting changes in edits log and fsimage
format related to persisting delegation tokens.
     Hadoop Flags: [Incompatible change, Reviewed]
