Subject Precommit MapReduce testing

I've just turned on precommit testing for MAPREDUCE.  The Hadoop build slaves should work thru
most of these in the next 24 hours: https://hudson.apache.org/hudson/job/PreCommit-MAPREDUCE-Build/

In addition, I've hopefully fixed the issue with the precommit testing control file getting
corrupted causing all the Patch Available issues to be tested again.
