Firstly, edit hdfs-site.xml;
hdfs-site.xml:
  <property>
    <name>dfs.hosts.exclude</name>
    <value>/path/to/exclude_dn_list</value>
  </property>

Then,
hdfs dfsadmin -refreshNodes
