Review comment:
       Oh, I was thinking that allowing Balancer to move the NVDIMM data is by design since
they are not volatile. But if that is *not* case, then we can update Balancer code by replacing
`isTransient()` call with `isRAM()` call. Not sure if this makes more sense?
